(2017年10月17日,香港)林鄭月娥首份施政報告提及對訂立《檔案法》持開放態度,然而對訂立能保障公眾知情權的《資訊自由法》則全無提及。現有的《公開資料守則》被各界詬病,執行上千瘡百孔,缺乏法規迫令政府部門遵從,申訴專員公署近年接獲破紀錄的85宗投訴。立法會資訊科技界莫乃光議員明日(10月18日)於立法會提口頭質詢,追問法改會對《資訊自由法》的研究進度。莫議員與陳淑莊議員及民間團體今日召開記者會,要求林鄭月娥兌現競選承諾,盡快為訂立《資訊自由法》設時間表,保障市民知情權。

促進創新科技發展
過法例因循守舊一直窒礙香港創新科技的發展。近年香港在多個國際競爭力的排名持續下跌,而往往創新科技就是拖低香港總體排名的主要原因。如果政府繼續對新科技和業務採取含糊取態甚至負面態度,將不利香港在創新科技的發展。

(7 July 2017, Hong Kong) Legislative councillor Hon Charles Mok moved a motion on Wednesday (5 July) on reforming outdated legislation and promoting the development of innovation and technology. The motion was passed with 45 votes on Thursday (6 July). In his reply to the speech of the Secretary for Innovation and Technology Mr Nicholas Yang, Mr Mok reiterated that supporting innovation and upholding the rule of law are not contradictory. Mr Mok urged the government to review outdated laws with open-minded mindset, while addressing promotion of innovation and technology as one of the policy objectives.
