爭取T合約員工福利

我一直要求政府改善T合約員工的工作狀況以及薪酬福利,政府在最新的T25合約安排終於落實我長久以來推動的改善建議,以及接納T合約員工部分要求,例如取消『過冷河』的不合理安排,以及參考公務員薪酬調整機制等。我將會繼續促請政府改善餘下T合約上的不足之處。
 

推動5G發展

今年《施政報告》開放公共場所予流動服務營辦商安裝5G基站,我關注到無線物聯網牌照是否可以用作發展及安裝LPWAN技術,以及政府需要促進 M2M通訊技術藉以加快物聯網和智慧城市的發展。(閱讀全文

跟進國泰航空私隱外洩事件

國泰航空公司私隱外洩事件嚴重,受影響的乘客人數多達約940萬。我早前提出一系列技術性問題,要求國泰於立法會聯席會議上交代為何逾半年後才公佈事件,以及當初是否有足夠措施防範網絡入侵和私隱外洩。(閱讀問題和回應
 

關注電子支付服務的漏洞

鑑於有部分信用卡的綁定程序沒有包括透過流動電話短訊進行雙重驗證以核實身份,以致騙徒可利用不記名的流動電話卡完成綁定程序,而電子錢包用戶設立透過「轉數快」快速支付系統進行直接扣帳授權服務(eDDA)的流程亦曾有漏洞,我提出質詢要求政府交代有關個人資料私隱風險的問題。(閱讀全文

吸引外地人才並不能代替培育和提升香港本身的人才,香港的進修培育方面一直依賴持續進修基金,但基金的運作、課程選擇等都較僵化。政府應在明年《財政預算案》針對人才培訓(尤其是培育本地科技人才)提出更進取的策略和目標。(閱讀全文

Improving the work conditions and compensation to T-con workers

The T25 contract arrangement has adopted some of my proposals and demands from T-con workers, including the elimination of inflexible exit restriction and using civil service pay adjustment in the middle salary band as a reference. I will keep on pursuing more changes to improve the welfare of T-con workers.
 

Fostering the development of 5G

The Policy Address this year mentioned the opening up of government premises and public facilities to roll out 5G network. I am concerned of the facilitation measures for LPWAN technology installation for the benefit of machine-to-machine (M2M) and IoT devices. (Read more)
 

Follow-up work on the Cathay Pacific data breach incident

The massive data leak of Cathay Pacific Airways has affected 9.4 million passengers. I urged the airline company to answer a series of technical questions at a Legco joint-panel meeting. (Read the replies from CX in English)
 

Closing loopholes in electronic payment services

In my recent Council question, I urged the government to respond to the loopholes founded in binding credit cards or bank accounts with stored value facilities (e-wallets), and also in the process for e-wallet users to set up direct debit authorisation (eDDA) through the Faster Payment System (FPS). Strengthening information security and privacy protection

Massive leakage of personal data from government departments and private organisations have occurred frequently. I raised a Council question to inquire the information security precautions taken by government departments, industries such as finance and telecommunications and also public utilities. Promoting open data

The Policy Address this year has mentioned initiatives on opening up government data, and the government will require all departments to formulate and publish their annual open data plans by the end of this year. I questioned the government on the resources allocated on open data and also whether it will make reference to the practices in other jurisdictions. (Read more)

Hong Kong has fallen six places in attracting and fostering talents, according to the latest IMD World Talent Ranking. The coming Budget should announce more aggressive measures specifically on talent nurturing and to reform the Continued Education Fund. Attracting overseas talents should not be a substitution of nurturing local talents.

New technology and services are developing at a fast pace. Fintech development in Hong Kong depends on whether authorities will offer more headroom and incentives for Fintech community to thrive.

Technology and big data together can prompt privacy concerns that programme developers might overlook. For instance, consumers can be charged a higher insurance fee when insurance company obtain the consumer’s purchase and exercise data. In circumstances like this, how can consumers protect their rights?
