Visit to Silicon Valley: Perspectives for Hong Kong

Civic Party lawmaker Alvin Yeung and I have concluded our visit to the San Francisco Bay Area in a bid to gain insights on Hong Kong I&T development. At the Silicon Valley, we visited international tech firms such as Facebook, Google, Tesla, Uber, Airbnb, Visa, Cisco and several more. We also met with renowned incubators and investors, municipal officials undertaking Smart City and Open Data projects, entrepreneurs from Hong Kong and also participated in forums organised by Hong Kong organisation and the Stanford University.



Access to computer with criminal or dishonest intent: an abuse of law

The High Court finally voiced out the legal concerns on the government’s abuse of the cybercrime law S161 in a recent case. While we are waiting the Court of Final Appeal to lay down a final judgement, I urge the Law Reform Commission to undergo review of the cybercrime law and issue amendment proposal without further due.

What Hong Kong can learn from the Silicon Valley (Part 1 of 2)

From short-term home rentals, autonomous vehicles to Fintech, new technology and innovations are challenging existing regulations. If regulators are reluctant to adjust for the transformation and continue to ban the use of new technology and innovations or implement policies that are unfriendly to innovators, it remains a question how Hong Kong can become an innovation hub.


Better recycling policy to go with the new Producer Responsibility Scheme

The government last month rolled out new initiative on e-waste. Even it is with good intention, the new Scheme should avoid the recycling fees from transferring to the consumers entirely. Effective implementation of the Scheme will require the compliance to be streamlined for suppliers and whether supports are in place to ease the removal of old appliances owned by citizens.
