近日有報導指出警方使⽤澳洲科技公司 iOmniscient 的人工智能技術至少 3 年,該公司技術可進行人臉識別及用行車記錄儀自動辨別⾞牌。我非常關注執法部門是否有大規模蒐集市民面孔資料,侵市民犯私隱。我於上週去信保安局局長,要求政府從速交代。(閱讀全文)







就應用程式 HKmap.live被蘋果公司從應用商店移除,我向蘋果公司CEO發信反駁App Store移除應用的理據,信中力陳用戶使用該應用程式的即時資訊,以避免受到警方濫用武力清場所傷害。我要求蘋果取消將程式下架之決定,不要因為害怕中國施加壓力而自我審查。我亦去信數位美國參議員及眾議員,答謝他們向蘋果公司及遊戲公司暴雪施壓,支持香港人的表達自由。

Concerning the use of facial recognition technology by the police

Media reported that the Hong Kong Police has been using the AI technology from Sydney-based iOmniscient for at least three years, of which facial recognition and car plate identification tools are among the application, stirring privacy concerns. I sent a letter to the Security Bureau, urging for more information on the use of the AI technology by the Police.

CCTV surveillance in STP and Cyberport

In the wake of the surveillance concerns of citizens and people working in Hong Kong Science Park and Cyberport, I sent two letters subsequently to the management of the two respective organisations, requesting information of the CCTVs deployed, including the exact location, whether the CCTVs are equipped with auto-tracking and facial recognition technology, and also the policies on the handling of the video footage.


Elected Chairman of the Legco IT panel

In this last year of the current Legco session, I was elected as Chairman of the Legco’s Panel on Information Technology and Broadcasting. I will continue to pursue the issues and concerns of our sector, including the planning and work progress of the Smart City projects, government funding programmes on innovation and technology, measures to nurture more tech talents and more. I welcome more thoughts and policy proposals from the sector to carry out my policy works in Legco.

Urging Apple and other US companies to guard freedom of expression

The app ‘’ which was previously available on Apple App Store was removed by Apple. I sent an open letter to Apple CEO Tim Cook to argue that users of the app were merely sharing open location information to arrange their own transportation route and protect themselves from indiscriminate use of tear gas and other violent confrontations in the presence of the police. In another letter to a number of US senators and members of the Congress, I expressed my gratitude for their support to Hong Kong people fighting for freedom and democracy.

Council questions asked on extradition and police enforcement

Subject to the extradition bill and police misconduct, I have filed two Council questions earlier in June but were only answered by the government last week in Legco. In my oral question last Wednesday, I urged the government to negotiate with the Taiwan authority over the Chan Tong-kai case using direct channels and not just through press releases.

Shielding the public registers from the public is a major step backward for an open and transparent society like Hong Kong. The government should not impede public scrutiny just for the dubious purpose of protecting the police.
