香港的武漢肺炎確診個案目前升至36宗,並出現更多無法追踪染病來源的本地感染個案,顯示疫情正在社區傳播,有機會出現大型爆發。我與民主派議員多次嚴正要求林鄭政府儘快全面封關,並採取有效措施應對物資荒問題。經過我多番爭取,據了解目前醫管局已為IT員工提供在家工作安排,但衛生署仍要求所有IT員工返回辦公室工作,做法不公且極不理想,我將繼續推動衛生署改善問題,保障員工健康及安全。

今期重點:跟進政府抗疫工作

2月7日 再次去信衛生署促改善IT員工保障

我於1月30日去信衛生署,要求盡快改善要求所有資訊科技員工必須在辦公室工作的不理想安排,然而未獲回覆,我再次去信部門,要求檢視是否全數資訊科技員工及合約制員工均必須在辦公室工作,令相關員工得到公平對待,亦確保他們的個人健康和安全。

2月6日 要求延續科技園公司及數碼港租務寬減措施

2019年9月政府公布兩園區旗下租戶可獲50%租金寬減,為期6個月,寬減金額以1萬平方呎為上限,受惠租戶包括初創公司、商業租戶、零售與食肆營運商等。因應預期經濟收縮將持續及現時本港受武漢肺炎疫情影響,營商環境將更為嚴峻,建議政府延續科學園及數碼港園區內初創公司、商業租戶的50%租金寬減措施至2020年底,協助本地初創公司及中小企度過時艱。

2月5日 要求政府發放武漢肺炎相關的新數據集
我要求入境事務處公佈出入境旅客人次的統計數字及醫院管理局公開公立醫院急症室服務及住院病床使用率的數據。

2月1日 要求醫管局立即改善保障IT員工健康
我接獲醫管局後勤IT員工投訴,指醫院管理局資訊科技及醫療信息部並無跟從政府公共衛生安全考慮指引,決定所有IT員工均屬「必須」在辦公室工作,至今仍拒絕讓後勤支援人員在家工作。我再次發信醫管局行政總裁高拔陞醫生,提出3項訴求,以爭取保障醫管局IT員工的健康和安全。

1月30日 促請政府及醫管局允許IT員工在家工作

政府早前宣佈 1 月 29 日起,除提供緊急和必須公共服務的人員外,政府僱員改為留在家中工作。然而有資訊科技員工向我投訴需返回辦公室工作,指出政府不同部門沒有客觀準則或指引,處理員工居家工作安排,情況非常不理想。我隨即去信公務員事物局、醫管局及衛生署,建議部門容許工作性質較非緊急的員工在家遙距工 作協助日常運作,令相關員工得到公平對待,亦確保他們的個人健康和安全。

1月28日 公開呼籲政府及企業準備在家工作應變計劃

我聯同多個資訊科技界商會和工會,包括香港資訊科技商會、香港無線科技商會、香港互動市務商會及香港資訊科技界工會,呼籲政府和企業容許員工在新年隨後數天彈性上班,減低社區傳播風險,並建議政府和全港僱主應就其員工上班安排和日常運作採取應變措施。

真封關救港 刻不容緩

林鄭月娥政府繼續落後於形勢,即使醫護人員透過大型罷工表達封關的訴求,依然拒絕採取專家的建議。林鄭對處理疫情繼續剛愎自用,用強制家居檢疫代替各界要求全面停止內地入境人流,令全香港面臨被各國孤立和封關的風險,是用市民的健康和香港經濟作一場豪賭。(閲讀全文)

 

病臨城下 政府須果斷封關

時間已經無多,香港和武漢的距離並非如想像的遠。一旦來自內地各省的帶病毒者湧入成為收容港的香港,香港就有機會變成下一個武漢,造成的人命損失、經濟成本和醫療系統的負荷難以想像。真相是連內地各級政府都未能掌控疫情,香港政府必須面對現實果斷封關,以保護香港市民的健康和安全為先。(閲讀全文)

February 7: Urging the Department of Health to step up protection to IT workers

Following up my letter to the Department of Health on January 30, I once again wrote to the department and called for remote working arrangement for IT workers.

February 6: Urging the government to extend support to start-ups and SMEs

I requested Cyberport and the Hong Kong Science Park to extend the 50% concession on rental to the end of 2020 for all their commercial tenants and start-ups.

February 5: Requesting more open datasets 

To enhance transparency and improve the public use of data, I requested the Immigration Department and the Hospital Authority to publish datasets on the passenger traffic at various border control points and the occupancy rates in public hospitals.

February 1: Urging Hospital Authority to step up protection to IT workers

I have received complaints from IT workers in the Hospital Authority that they were denied flexible work arrangement as compared to other government offices of which staff can work from home, I once again wrote to the Authority with three demands, urging the administration to implement measures to protect IT workers in the wake of the coronavirus outbreak.

January 30: Calling for flexible work arrangement for IT workers in public offices 

On January 29, the government announced work-from-home arrangement for civil servants that are not providing emergency services. However, I received complaints by IT workers in public offices that they were denied the arrangement. I wrote to the Civil Bureau, Hospital Authority and the Department of Health, urging the administration to implement remote working arrangement for IT workers.

January 28: Calling on the public and private sectors to implement remote working for staff
Joining with several IT associations and union, including the Hong Kong Information Technology Federation, Hong Kong Wireless Technology Industry Association and Hong Kong Information Technology Workers’ Union, we called on the government and the private sector to implement flexible work arrangement to staff after the Chinese New Year holiday.
