🗣️ 議會工作

科學園、數碼港租戶租金免6個月

我週一向財政司司長發表33項針對財政預算案的政策建議,要求為業界中小企及員工解困,包括延續科學園及數碼港園區內初創公司、商業租戶的租金寬減措施。政府本週提交立法會財務委員會審議的300億抗疫基金,當中就包括為所有香港科學園、創新中心、工業邨及數碼港的初創企業、培育公司、共用工作間用戶、辦公室租戶、夥伴企業、提供專業服務的公司及商戶寬免六個月租金,新措施由今年4月1日起生效,預計惠及約1800個租戶。我會繼續向政府為IT界爭取更多實際支援,以渡過難關。(政府抗疫情基金詳情

堅守香港言論自由的核心價值

香港電台的《頭條新聞》節目近日被警隊和多方追擊,我聯同一群香港電台節目顧問團成員發出公開信,要求廣播處長梁家榮秉持香港言論自由、開放多元的核心價值,包容、尊重和支持《頭條新聞》創作人員的編輯決定。該公開信網上發表,至今已獲逾17萬名市民聯署支持。(聯署信全文

疫情跟進工作匯報

 

[2020.2.20 關注基層學童網上學習支援不足]

與葉建源及邵家臻議員聯署去信教育局及勞福局,要求為所有學童提供「一人一電腦」,支援在家網上學習。

 

[2020.2.18 跟進衛生署IT員工在家工作安排]

我先後兩次去信衛生署署長爭取部門IT員工在家工作安排,但鑒於情況未如理想,我去信食物及衛生局局長要求正視訴求,最新回覆指衛生署已開始安排部分IT員工在家工作,我會繼續密切跟進。

 

[2020.2.13 要求海關加快醫療物資清關工作]

有市民投訴其經海外公司訂購之醫療物品(包括口罩等)遲遲未能到手,但經查證後,發現貨品已送抵香港機場。我去信海關關長要求加快清關程序及為醫療物資設立「特快通道」。

莫乃光議員就2020-2021年度財政預算案之建議重點

[支援抗疫]

1.        注資5億元透過創新科技基金下「創新及科技支援計劃」向各大專院校、科研機構、科技企業及科研人員徵集新型冠狀病毒肺炎相關的科研項目,優先審批和資助針對新型冠狀病毒肺炎的檢測技術、疾病防治及藥物研發、疫情應對及疫後配套等科學和技術研究,以加強香港應對新型冠狀病毒肺炎疫情的能力和提高對新發、突發傳染病的防控能力。

2.        透過關愛基金資助本港社福機構和區議會為基層家庭、弱勢社群和有需要人士提供口罩、酒精搓手液等衛生物資。

[振興經濟 促進就業]

3.        延續科學園及數碼港園區內初創公司、商業租戶的50%租金寬減措施至2020年底,並增加寬減金額上限至1萬2千平方呎。(*政府的抗疫基金已包含相關支援)

4.        增加科技券資助額及放寬申請限制,並為本港中小企申請以科技券設立在家遙距工作和團隊管理等系統提供特快審批。

5.        進一步擴大「研究員計劃」和「博士專才庫」資助範圍,對象由全港指定科技範疇、研發活動的公司,擴展至資助本港中小企聘請創新科技、計算機科學、電腦工程等專才和畢業生,鼓勵企業善用創新科技,並創造更多就業機會。

[提升科技人才競爭力 支援在職進修]

6.        為提升香港本地科技人才的質素,從而增加香港競爭力,建議撥出5億元向本港在職資訊科技、指定科技範疇、研發活動等相關行業的技術員工發放每人港幣5000元一筆過的「科技人才進修資助」,可申請用作進修及考取專業資格。

7.        為提高生產力及培訓更多高技術員工,推動知識型經濟發展,建議為企業於認可培訓機構提供員工培訓而產生的開支提供額外100%稅務扣減,鼓勵僱主為僱員提供更多培訓。

8.        提高個人進修開支每年的最高扣除額由10萬港元增加至13萬港元,並放寬目前個人進修開支只可在付款的課稅年度申請扣除的限制,容許納稅人申請延緩在課程完結後的兩個課稅年度內申請扣除,給予更大彈性和減輕負擔。

9.        提供更多資助培訓和就業計劃予在職人士及失業人士,幫助增強能力和提升技能, 並向過去3年內曾使用的持續進修基金戶口注資額外1萬元,鼓勵市民進修。

[善用科技 改善民生]

10.   設立5億基金支援十八區區區議會善用科技改善民生,增加撥款聘請區議會秘書、撥款予港台為區議會會議製作及提供網上直播。在各區的民政總署開設職位,專責推行開放區議會資料、運用科技發放地區資訊,通過以各區統一的開放檔案格式,透過互聯網開放數據。

Full rent exemption for tenants in Science Park and Cyberport

The $30-billion Anti-epidemic Fund by the government has included one of my policy suggestions to provide more support to technology SMEs and startups. Tenants and start-ups at the Hong Kong Science Park, industrial estates and Cyberport will enjoy a six-month rental waiver starting from April 1, 2020. (Other measures)

 

Guarding freedom of speech

RTHK’s programme Headliner was under fire recently after satire on Police was broadcast. To support the freedom of expression and our core values, including the support of openness, diversity and inclusiveness, I have issued an open letter to the Director of Broadcasting together with a group of members from the RTHK Programme and Advisory Panel, calling for editorial freedom for RTHK. The letter has so far drawn support from over 170,000 people online.

Key policy suggestions to the 2020-21 Budget

 

War on coronavirus

  1. Injection of $500 million to the government’s Innovation and Technology Support Programme to aid the research and development programmes that are related to coronavirus.

  2. Provide subsidies through the Community Care Fund to grassroot families for support in procuring protective masks, sanitisers and other healthcare products.

 

Boosting economy growth and employment

  1. Cyberport and the Hong Kong Science Park to extend the 50% concession on rental to the end of 2020 for all their commercial tenants and start-ups. (*Related measure is included in the latest government’s Anti-epidemic Fund)

  2. Increase the subsidies under the Technology Voucher Programme and expedite the vetting in order for SMEs to apply technology for staff to adopt flexible working arrangement.

  3. Further extend the coverage of the Researcher Programme and Postdoctoral Hub to SMEs hiring IT-related talents and graduates.

 

Upskilling of the IT workforce

  1. Set aside a $500-million funding to assist the upskilling of the IT workforce in order to provide IT workers and those in the R&D field an one-off $5000 training subsidy for them to take up studies or examinations.

  2. Provide 100% tax deduction to companies for the expenses incurred in offering training to staff in a bid to nurture more high-skilled workers and for driving towards a knowledge-based economy.

  3. Raising the deduction ceiling of the expenses of self-education from the current $100,000 to $130,000, and allowing applicants to receive subsidies for courses taken up in the last two years.

  4. Offering an additional $10,000 training subsidy to active users who have utilised the Continuing Education Fund in the last three years.

 

Applying technology in district works

  1. A $500-million funding to help the 18 District Councils to adopt more technology solutions to help with the district works and improve on the transparency and publishing of data.
