【新資助項目】成功爭取政府資助抗疫研發及科技應用

早前我曾向財政司司長建議徵集與對抗肺炎疫情相關的科研項目,創新科技署週一宣布在「公營機構試用計劃」下推出試用項目特別徵集,以支持防控疫情的產品開發和科技應用。計劃現已接受申請,截止日期為4月10日。(詳情及申請表

向前線IT人派發7000個口罩

早前我從外地搜購了少量口罩,雖然為數不多,但仍希望為前線IT人送上一點心意和支持。感謝香港資訊科技界工會的配合和安排,令到行動順利將口罩發給有需要的IT人。經過兩輪的派發行動,共發出7000個口罩,受惠IT人士共700位。
 

應邀到美國出席「美港交流會」

我上週聯同立法會議員梁繼昌、譚文豪應邀到美國加州出席由美國非政府組織World Affairs Council主持的「美港交流會」(US-Hong Kong Dialogue),並與美國副助理國務卿、駐香港美國總領事及國會領導助理代表等人會面,反映香港最新的人權狀況。

 

反對政府邊緣化港台

通訊事務管理局上週公布撤銷向本地免費電視持牌機構發出須播放香港電台節目的指示。港台作為香港唯一的公共廣播機構,政府應支持其高質素製作在更多免費電視頻道播放,然而政府卻反其道而行,封殺港台節目接觸大眾市民的機會,決定令人遺憾。

肺炎疫情揭示電子教學須改善

特區政府投放數以億計公帑後,過了多年電子教學仍未成氣候,直到今次肺炎疫情爆發才發現之前的教師培訓、對學校的指引、給予家長和基層學生的配套,依然漏洞處處。這個問題值得教育局、勞福局、創科局等跨部門進行研究,而不是應付疫情之後一切依舊。(閱讀全文
 

援助中小企及IT人才 創科局責無旁貸

隨環球經濟環境轉差,科技界尤其是IT公司面臨嚴峻的資金流寒冬,過去數年毫不容易建立起的創科生態圈隨時被肺炎疫情淹沒。300億元的防疫抗疫基金內包括撥出3.8億元向科技園、數碼港及工業等租戶寬免6個月租金,但只能幫創科界部分公司應付燃眉之急。(閱讀全文
 

法治倒退 損害香港通訊樞紐地位

太平洋光纜網絡的投資者選擇暫不啟動香港段,其中一個重要因素是近年香港在法治、言論和資訊自由方面的嚴重倒退。今次事件不但影響香港的國際形象,更對香港的資訊及通訊科技業帶來直接損害。(閱讀全文

IT voter registration ending on April 2nd

The Legislative Council election in September will be a fight for genuine reform. Your vote is needed and the deadline for registration in the Functional Constituency is coming close on April 2nd. Online registration is available here.

 

New subsidy programme launched for fighting coronavirus

Responding to my earlier call, the government launched a new subsidy programme under the Public Sector Trial Scheme to support product development and technology programmes for the fight against coronavirus in Hong Kong. Application is now open and will be ending on April 10th. (More details and application form)
 

7000 face masks delivered to IT workers

Together with the Hong Kong Information Technology Workers’ Union, we managed to deliver 7000 face masks to 700 IT workers who were in need of protective equipment.
 

Visit to US for the ‘US-Hong Kong Dialogue’

Joining with two other Legislative Councillors Kenneth Leung and Jeremy Tam, we went to the United States to participate in the ‘US-Hong Kong Dialogue’, a roundtable organised by the US non-governmental organisation World Affairs Council. We also met with the Deputy Assistant Secretary of State, US Consul General in Hong Kong, congressional staff and more to reflect the latest situation in Hong Kong. (Read more)

 

Axing RTHK programmes in TV channels is a wrong move

The Communications Authority announced last Wednesday that Hong Kong television broadcasters who hold free TV licences are no longer required to air RTHK’s programmes. It was regrettable that the decision deprived RTHK of the opportunities to reach a wider audience.

Coronavirus exposing e-learning pitfall in Hong Kong

With billions of dollars allocated to develop e-learning for years, the results are still far from satisfactory. More work is needed to step up the training to teachers, establish clear guidelines to schools and offer more support to parents and grassroot families.

 

More support to SMEs and IT workers needed

Following the global economic downturn and the outspread of coronavirus, local commercial sector and also technology firms are facing dire cashflow situations. The current subsidies from the government can only provide short-term remedy but more support is required to support businesses and maintain the I&T growth in this difficult time.

 

Hong Kong losing competitive edge as communications hub

Google and Facebook are seeking permission to activate sections of the pacific subsea cable from the US to only the Philippines and Taiwan, leaving the originally planned sections connecting to Hong Kong out from the picture. It is understood that the threats to the rule of law, free speech and free flow of information in Hong Kong led to the decision, which will directly impact Hong Kong’s international image and the growth of the local communications sector.
